Most arcade hardware was built with fast enough components for this to never really be an issue, but CPS was something of an exception. It's very easy to add a cheap hack to reduce the speed by a constant amount, but that isn't fully accurate and causes other less immediately obvious issues. that isn't as fast as it would be otherwise. The 'hyper' versions of SF2 employ a cheap hack of simply running the game as quickly as possible, so end up running as fast as the CPU can run them, and if the CPU is being slowed down by RAM accesses etc. The exact balance of these things is not understood nor fully emulated. can affect that too as there can be contention when accessing certain things at certain times.
